Abstract: 

Declines in several North American populations of waterfowl have caused concern for several decades (e.g., Gordon 1931, Day 1949:21, Aus 1969, Anonymous 1986). Major programs (e.g. North Am. Waterfowl Manage. Plan [NAWMP]) have been developed to reverse declining populations (Anonymous 1986). Success of programs like NAWMP depends in part on political and economic support from the private sector. Traditionally, waterfowl hunters have been supporters of waterfowl conservation through membership in waterfowl-related organizations and purchases of state and federal migratory bird conservation and hunting stamps (Miller 1989, Sparrowe and Babcock 1989). Consequently, maintaining strong support for migratory bird conservation programs should be integral to any recovery strategy for North American waterfowl.
